Tell Congress: NO to Exporting Dangerous, Dirty Nuclear Energy Infrastructure Worldwide

Urgent! Sen. Manchin (D-WV) wants to push through another dirty energy bill and it’s moving fast towards a vote in the Senate. The International Nuclear Energy Act of 2022 (S.4064) S.4064 would create a whole-of-government enterprise to promote United States exports of nuclear energy infrastructure to countries around the world.

Enacting S.4064 would encourage the spread of nuclear weapons and violations of environmental injustice, while compromising the U.S.’s commitments to global climate action and climate finance. I am deeply concerned about S.4064, the International Nuclear Energy Act of 2022, which is currently placed on the Senate Legislative Calendar. If the Senate passes the bill, it will come before the House with little time for debate. S.4064 would create a whole-of-government enterprise to promote U.S. exports of nuclear energy infrastructure to countries around the world. Enacting S.4064 would encourage the spread of nuclear weapons, violate environmental justice, and compromise the U.S.’s commitments to global climate action and climate finance. The U.S. took an essential step toward meaningful climate action at the United Nations COP27 meeting by supporting the Loss and Damage Fund for vulnerable countries experiencing direct impacts of climate change. The U.S. has the capacity to provide funding and technical expertise to accelerate global emissions reductions and assist climate-vulnerable nations in developing energy security, independence, and resilience through transitioning to renewable energy, yet we are failing to do so at anywhere near the scale required. S.4064 would undermine climate action, increase energy dependence and insecurity, and impose environmental and economic burdens on countries that can least afford them. Nuclear reactors and their related fuel, waste management, workforce, and regulatory infrastructure take decades to deploy and are far more expensive than wind, solar, energy efficiency, storage, microgrids, and other resources that can be immediately and affordably rolled out, at scale. Prioritizing exports of nuclear energy in the midst of the climate crisis would worsen international environmental justice problems. Production of nuclear fuel relies on the mining, milling, and enrichment of uranium, contaminating land, air, and water and inducing intergenerational public health impacts. S.4064 would impose impossible demands on countries for long-term management and security of radioactive materials, or require U.S. citizens to take on the financial and environmental burdens. Exporting nuclear energy would trap receiving nations in economic, technical, and political dependence on the U.S. It would force them to rely on U.S. suppliers for fuel production and waste disposal, else risking nuclear weapons proliferation. The U.S. has both the responsibility and the capability to mobilize a whole-of-government approach to global climate action. Doing so would materially assist nations on the frontlines of the climate crisis in achieving energy and economic security. S.4064 would provide no meaningful climate solutions and prioritizes restoring U.S. dominance in the nuclear arena over meeting our global climate justice obligations and commitments. I urge you to reject and oppose S.4064, and any House companion bills, and instead direct appropriations and legislation to provide the necessary funding and whole-of-government coordination for global climate finance and technical assistance.
