Help STOP Nuclear Bailouts In Illinois

This week the Illinois Legislature will determine the energy fate of Illinois for years to come. And a new and even bigger bailout for nuclear power plants is on the table.

The Illinois energy legislation that will be acted upon in 2021 is going to be a large mashup of numerous proposed bills--currently totaling between 3,000 and 4,000 pages of text. Even with thousands of pages of legislation, nuclear bailouts are the only screentime nuclear power is getting. There is no detailed examination, significant nuclear-related issues are being ignored, and nuclear critics are being left out of direct discussions.

We have to break the chain and end the continuous cycle of nuclear bailouts. That means rejecting Exelon's game of political extortion: threatening reactor closures to stop Illinois from building a more just and equitable environmental future and 100% renewable energy system by 2050.

1.) No bailouts for Exelon’s unprofitable nuclear plants. You can’t build an energy future by bailout out the past. These reactors are solely the assets of a profitable private corporation – Exelon. Illinois ratepayers are not an ATM machine for Exelon's bad decisions and corporate failures. Nuclear bailouts have proven to actually impede the growth of renewable energy and real solutions to the climate crisis. It’s the communities and workers affected by plant closures who need support, not profitable Exelon.

2.) Ensure a just and equitable transition for nuclear, coal, and other fossil fuel communities facing economic disruption from inevitable power plant closures. Ideally, these programs should be initiated prior to facility closures when possible, so the funds will be available to the communities and workers to protect their tax base and create replacement economic opportunities when power plants shut down.

3.) Fund an aggressive build-out of renewable energy, energy efficiency, energy storage, and electric infrastructure. We need to transition to 100% renewable energy as quickly as we can. We can't waste more of OUR time and OUR money on dirty, dangerous fossil fuels and nuclear power plants. To ensure energy equity, clean, renewable energy projects must prioritize communities already economically disadvantaged or environmentally harmed by dirty fossil fuels and nuclear power.

Legislative proposals for Illinois' energy future must consider the dangers of nuclear power to environmental health and safety and the impacts that financial bailouts have on Illinois consumers. We must end the decades-long cycle of bailing out dirty, dangerous, expensive nuclear power plants and commit Illinois to building an environmentally just and equitable, 100% renewable energy system as quickly as possible. Instead of bowing to Exelon's threats to precipitously shut down nuclear reactors and lay off workers and give away billions more in subsidies, the House of Representatives must include the following provisions in the final energy legislation: 1) No bailouts for Exelon’s unprofitable nuclear plants. We cannot build a clean energy future by bailing out out old, uneconomical nuclear reactors. If Exelon cannot run its reactors safely and profitably, they should be phased out and replaced with solar, wind, and other clean, renewable energy sources. Illinois ratepayers should not be viewed as an ATM machine for Exelon's bad choices and business failures. Nuclear bailouts have been shown to actually impede the implementation of renewable energy, costing jobs and economic opportunity while impeding our ability to address the climate crisis. 2) Significant equity and just transition programs for workers and nuclear, coal, and other fossil fuel generator and mining communities faced with severe economic disruption as a result of their inevitable closures. These programs should be initiated and funded prior to facility closures when possible so that they are available to the communities and workers to protect their tax base and create replacement economic opportunities when the facilities finally cease operations. 3) Get to the State’s goal of 100% renewables by 2050 directly. Provide maximal financial support for an aggressive build-out of renewable energy, energy efficiency, energy storage, and improved electric transmission. The only way to achieve a 100% renewable energy future is to actually plan it, fund it, and build it. Illinois cannot waste more of OUR time and OUR money on soon-to-be-extinct fossil fuels and nuclear power plants. To ensure energy equity, make sure communities already economically disadvantaged or damaged from dirty fossil fuels and nuclear power have priority for the jobs and economic and environmental benefits of the renewable energy transition. In this upcoming negotiation, nobody is going to get everything they want. But it’s high time that the people of Illinois finally get what we’ve been demanding for DECADES – a clean and equitable energy future!
